Role Context
We are seeking an experienced HSE Manager to lead health, safety, and environmental management on mega projects and large-scale events in Riyadh. The role will focus on crowd safety, risk management, and compliance, ensuring the protection of workers, visitors, and stakeholders during high-density and complex operations.
Key ResponsibilitieS
- Develop, implement, and monitor HSE policies and procedures specific to mega projects and mass gatherings
- Manage crowd safety planning, including risk assessments, emergency procedures, and evacuation planning
- Conduct HSE audits, inspections, and safety assessments across project sites and event venues
- Lead the identification and mitigation of risks for high-density areas and complex operations
- Coordinate with project management, security teams, and local authorities for compliance and emergency preparedness
- Ensure compliance with Saudi HSE regulations and international standards
- Prepare reports, safety metrics, and dashboards for senior management
- Conduct HSE training, toolbox talks, and awareness campaigns for staff and contractors
- Investigate incidents, near-misses, and implement corrective actions
Profile
- Bachelor’s degree in HSE, Safety Engineering, or related discipline
- 10–18 years of experience in HSE management, with focus on crowd safety or mega events
- Proven experience on large-scale events, public gatherings, or mega infrastructure projects
- Strong understanding of risk assessment, emergency planning, and safety compliance
- Ability to work in high-pressure environments and coordinate multiple stakeholders
- Knowledge of Saudi HSE regulations and international standards (ISO, OSHA, etc.)
Required Skills
- Expertise in crowd management, risk assessment, and emergency response planning
- Strong leadership, communication, and training abilities
- Ability to develop HSE strategies for complex projects
- Excellent problem-solving and incident investigation skills
- Fluency in English; Arabic is an advantage
- Experience in mega projects or high-profile events in Saudi Arabia preferred
