Context:
As part of the construction of an industrial building at the CEA site in Bruyères-le-Châtel, we are seeking a Construction PMO responsible for the transversal coordination and control of the project.
You will ensure overall consistency between scheduling, costs, risks, contracts, and reporting across all execution phases, working in direct support of the Project Management team and construction teams.
Key Responsibilities
1. Schedule Management
- Develop and maintain the project master schedule (program level and detailed levels).
- Consolidate schedules from the various work packages and contractors.
- Identify the critical path, deviations, and propose corrective actions.
- Implement and monitor physical progress indicators.
2. Cost and Budget Control (CAPEX)
- Monitor the overall construction budget.
- Implement cost control: committed costs, remaining costs to commit, and estimate at completion.
- Analyze cost vs. schedule variances.
- Contribute to Estimates at Completion (EAC).
3. Reporting and Governance
- Produce project reports (weekly, monthly, steering committee reports).
- Structure dashboards covering schedule, costs, risks, and QHSE.
- Prepare materials for project and executive committee meetings.
4. Risk and Opportunity Management
- Set up and manage the project risk register.
- Identify, analyze, and prioritize construction risks.
- Monitor mitigation plans and associated opportunities.
5. Coordination and Interfaces
- Ensure consistency between the different technical work packages.
- Identify and track critical interfaces (process / building / utilities).
- Alert project management to blocking or sensitive issues.
6. Project Methods and Tools
- Deploy and enforce PMO standards (methodology, procedures).
- Administer project management, reporting, and document management tools.
- Capitalize on lessons learned (feedback/REX).
7. Contractual Support (Interface Role)
- Monitor key contractual milestones.
- Contribute to the analysis of claims, variations, and amendments.
- Ensure traceability of decisions impacting cost and schedule.
Profile Required
- Master’s degree (Bac+5) in engineering, project management, civil engineering, industrial engineering, or equivalent.
- Proven experience as a Construction PMO or in Project Controls on industrial projects.
- Strong expertise in schedule, cost (CAPEX), and risk management.
- Good understanding of construction, engineering, and technical work-package environments.
- Planning tools not mandatory (MS Project / Primavera not required).
- Excellent analytical, structuring, and synthesis skills.
- Fluent French required (spoken, written, read).
- Ability to work with technical, contractual, and managerial stakeholders.
- Role involving technical responsibility and transversal coordination, contributing to decision-making.
