Context

As part of a major port operations and management project in Libya, the company is seeking a highly experienced Senior Cost Engineer to support financial control, cost planning, and budget oversight activities. This is a strategic senior-level role requiring strong expertise in cost engineering within large-scale infrastructure or maritime environments.

Position Summary

The Senior Cost Engineer will be responsible for overseeing cost control, budget monitoring, forecasting, and financial reporting across the port project lifecycle. The role requires strong analytical capability, rigorous financial discipline, and the ability to interface with technical, operational, and executive stakeholders.

Key Responsibilities

  • Develop and maintain project cost control systems
  • Monitor project budgets, expenditures, and forecasts
  • Prepare cost estimates and financial projections
  • Analyse variances and implement corrective actions
  • Support contract evaluation and commercial assessments
  • Review contractor payment applications and claims
  • Provide detailed financial reporting to management
  • Ensure alignment between project progress and cost performance
  • Participate in risk analysis and cost mitigation strategies
  • Support project audits and compliance processes

Minimum Qualifications

  • Bachelor’s Degree in a relevant field (Engineering, Construction Management, Finance, Quantity Surveying, or related discipline)
  • Minimum 15 years of overall professional experience
  • Minimum 5 years in a similar Senior Cost Engineer or cost control role
  • Experience in large-scale infrastructure, maritime, or port projects is strongly preferred
