Position Overview
We are seeking an experienced HSE Manager to lead the implementation and continuous improvement of environmental, health, and safety programs across major roads and infrastructure projects. The successful candidate will ensure full compliance with local regulations, international standards, and company policies while promoting a strong safety culture throughout all project phases.
Key Responsibilities
- Develop, implement, and maintain Environmental, Health and Safety (HSE) management systems and procedures.
- Ensure compliance with all applicable environmental laws, regulations, and client requirements.
- Develop and implement Environmental Management Plans (EMPs) and project-specific Health & Safety Plans.
- Conduct regular environmental and safety inspections, audits, and site assessments.
- Monitor compliance with environmental, health, and safety standards across all project activities.
- Investigate accidents, incidents, and near misses, identifying root causes and implementing corrective and preventive actions.
- Develop and deliver environmental and safety training programs for employees, contractors, and subcontractors.
- Promote a proactive safety culture through awareness campaigns and continuous improvement initiatives.
- Ensure proper implementation of risk assessments, Job Safety Analyses (JSAs), and permit-to-work systems.
- Monitor environmental impacts including waste management, pollution prevention, and resource conservation initiatives.
- Prepare EHS performance reports, statistics, and documentation for management and clients.
- Liaise with regulatory authorities, consultants, and project stakeholders regarding environmental and safety matters.
- Ensure emergency response plans are established, maintained, and regularly tested.
Qualifications & Experience
- Bachelor’s degree in Environmental Health, Occupational Health and Safety, Environmental Engineering, or a related field.
- Professional certifications such as NEBOSH International General Certificate (IGC), IOSH, and/or OSHA are required.
- Minimum of 15 years of relevant experience in Environment, Health and Safety within the construction industry, preferably on roads and infrastructure projects in the Middle East.
- Strong knowledge of environmental legislation, occupational health and safety regulations, and international best practices.
- Experience implementing ISO management systems such as ISO 14001 and ISO 45001 is highly desirable.
- Excellent leadership, communication, and organizational skills.
- Strong analytical and problem-solving abilities.
- Proficiency in Microsoft Office applications and HSE reporting systems.
- Bilingual proficiency in English and Arabic (written and spoken).
