Context
ProjecTTech is seeking an experienced Project Director / Head of the Project Coordination Unit (PCU Lead) to lead the coordination and delivery of a major railway infrastructure project in Algeria.
The Project Director will oversee the technical and administrative activities of the Project Coordination Unit (PCU), ensuring effective coordination between the client, government entities, the Executing Agency, the national railway operator, local authorities, consultants, and other key project stakeholders.
Main Responsibilities
- Leadership & Representation: Lead overall PCU operations and act as the primary technical and administrative point of contact with key institutional and project stakeholders.
- Strategic Oversight: Plan, procure, coordinate, and supervise all preparatory studies and advisory assignments, including feasibility studies, engineering design, environmental and social studies, land acquisition, and legal activities.
- Project Governance: Establish and chair the standing technical committee and organize periodic steering-level meetings to facilitate effective decision-making.
- Project Coordination: Ensure alignment across technical, contractual, institutional, environmental, social, and administrative workstreams.
- Risk Management: Establish and maintain the project risk register, identify emerging risks and constraints, and implement appropriate mitigation and escalation measures.
- Monitoring & Reporting: Prepare monthly and quarterly progress reports for the Bank and promptly escalate critical issues, delays, and decisions requiring senior-level intervention.
- Stakeholder Management: Maintain effective relationships with government institutions, financing partners, consultants, the national railway operator, and other project stakeholders.
- Handover & Knowledge Transfer: Ensure the structured transfer of project records, systems, procedures, and institutional knowledge to the successor implementing entity at the end of the assignment.
Technical Skills
- Strong expertise in the delivery and governance of major railway and infrastructure projects.
- Proven capabilities in project planning, procurement, engineering coordination, risk management, and performance monitoring.
- Solid understanding of feasibility, design, environmental and social, land acquisition, and legal workstreams.
- Strong knowledge of client-side or lender-side project management in sovereign environments.
- Familiarity with Multilateral Development Bank (MDB) procedures, governance, and reporting requirements.
- Ability to coordinate multidisciplinary teams, consultants, technical interfaces, and complex institutional stakeholders.
Candidate Profile
- Chartered Engineer or equivalent recognized professional qualification; a postgraduate degree is preferred.
- Minimum 20 years of experience in major infrastructure project delivery.
- At least 10 years of experience in railway projects.
- Minimum 5 years as a Project Director or Senior Project Manager on projects of comparable scale and capital value.
- Demonstrated experience leading client-side or lender-side project units in a sovereign context.
- Previous experience with Multilateral Development Banks (MDBs) is highly desirable.
- Professional experience in North Africa is a strong advantage.
- Full professional fluency in French and working proficiency in English are required; Arabic is an advantage.
