Context

An experienced Technical Expert — Permanent Way, Signalling & Telecommunications is required to provide independent technical expertise and design review support for major railway infrastructure activities in Algeria.

As a Key International Expert, the successful candidate will be based full-time in Algiers, with responsibility for reviewing permanent way, signalling, train control, and telecommunications solutions throughout the design process.

Main Responsibilities

  • Design Gate Reviews: Conduct independent technical reviews of deliverables at concept, preliminary, and detailed design stages, covering alignment, earthworks, track form, signalling, and telecommunications.
  • Signalling & Control Specifications: Review signalling and train control specifications to ensure they are performance-based, open to competition, and appropriately address interoperability requirements and migration from legacy systems.
  • Permanent Way Review: Assess permanent way design solutions and their interfaces with alignment, earthworks, signalling, telecommunications, and associated infrastructure.
  • Cost Benchmarking & Quality Assurance: Review quantity take-offs, unit rates, price escalation assumptions, and contingencies against relevant international benchmarks.
  • Field Verifications: Undertake regular site inspections along the alignment to assess constructability, ground conditions, utility crossings, and access routes.
  • Technical Interfaces: Identify and assess key interfaces between track infrastructure, signalling, train control, and telecommunications systems.
  • Technical Recommendations: Document review findings, identify technical risks and non-conformities, and provide clear recommendations to support informed decision-making.

Technical Skills

  • Strong expertise in railway permanent way, signalling, train control, and telecommunications systems.
  • In-depth understanding of railway alignment, earthworks, track forms, and associated technical interfaces.
  • Proven knowledge of interlocking architectures and train protection systems.
  • Strong capability in client-side or lender-side multidisciplinary design reviews.
  • Ability to assess signalling specifications, interoperability requirements, and migration from legacy systems.
  • Experience in technical quality assurance, cost benchmarking, quantity review, and constructability assessment.
  • Ability to identify technical and interface risks across complex railway infrastructure packages.

Candidate Profile

  • Chartered Engineer in Civil, Railway, or Electrical Engineering, or an equivalent recognized professional qualification.
  • Minimum 12 years of railway infrastructure experience.
  • Demonstrable technical depth in both permanent way and signalling/train control.
  • Proven experience in client-side or lender-side design review.
  • Demonstrated experience with interlocking architectures and train protection systems.
  • Experience conducting technical reviews across concept, preliminary, and detailed design stages.
  • Fluent French and working proficiency in English are required.
