Context
As part of the ongoing expansion of major railway programs in Saudi Arabia aligned with Vision 2030, our client is seeking an experienced Technical Manager to lead the technical aspects of complex rail projects. The role operates within a multicultural and international environment, involving multiple stakeholders and high standards in terms of quality, safety, and performance.
Key Responsibilities
- The Technical Manager is responsible for ensuring the overall technical consistency of the project. In this capacity, they oversee all engineering disciplines and ensure proper system integration across the project.
- They coordinate multidisciplinary technical teams (civil engineering, railway systems, signaling, rolling stock, power supply, telecommunications, etc.) and ensure compliance with contractual and regulatory requirements. The role serves as the primary technical interface with clients, consultants, and subcontractors.
- They review and validate engineering deliverables, lead technical and design reviews, and proactively identify and mitigate technical risks by proposing effective solutions. The Technical Manager also manages interfaces between different project packages.
- Additionally, they contribute to schedule monitoring, technical budget control, and continuous improvement of engineering processes.
Candidate Profile
- The ideal candidate has a minimum of 10–12 years of experience in the railway sector, including significant exposure to technical management or leadership roles on complex infrastructure projects.
- They possess strong knowledge of railway systems, including infrastructure, signaling, power supply, telecommunications, and rolling stock, and have experience working in international project environments.
- Previous experience in the Middle East, particularly in Saudi Arabia, is highly desirable.

- Fluent English is mandatory
- Arabic is a plus
