Context

The Commissioning Authority (CxA) is the independent lead consultant responsible for managing and overseeing the entire commissioning process of a data center project. Acting as a neutral third-party representative of the Owner, the CxA ensures that all systems are designed, installed, tested, and validated in accordance with the Owner’s Project Requirements (OPR).

This role is critical in guaranteeing performance, reliability, and operational readiness of the facility prior to handover.

Key Responsibilities

🔹 Commissioning Management

  • Develop and maintain the overall Commissioning Plan
  • Define commissioning scope, strategy, and execution methodology
  • Coordinate all stakeholders (Owner, EPC, contractors, vendors, consultants)

 

🔹 Technical Oversight

  • Oversee commissioning of all critical systems:
  • Electrical (MV/LV, UPS, generators, ATS/STS, PDUs)
  • Mechanical (HVAC, chillers, CRAH/CRAC, cooling plants)
  • Controls (BMS, EPMS, integrated systems)
  • Ensure compliance with design intent and performance criteria

🔹 Testing Supervision (Level 1–5)

  • Lead and validate multi-level commissioning process:
  • Level 1: Component verification
  • Level 2: Subsystem testing
  • Level 3: System integration testing
  • Level 4: Integrated systems testing (IST)
  • Level 5: Performance validation under real operational conditions

🔹 Coordination & Leadership

  • Lead commissioning meetings and progress reviews
  • Manage issue tracking, resolution logs, and punch lists
  • Coordinate resolution of technical deviations and non-conformities

 

🔹 Documentation & Reporting

  • Review commissioning scripts, test procedures, and QA/QC documentation
  • Issue final commissioning report and project close-out documentation
  • Certify system readiness for operational handover

Key Competencies

  • Strong understanding of data center Tier III / Tier IV standards
  • Deep knowledge of MEP systems (Mechanical, Electrical, Plumbing)
  • Experience in integrated systems testing (IST)
  • Familiarity with commissioning frameworks (ASHRAE, BICSI, LEED if applicable)
  • Ability to interpret complex engineering design documentation
  • Strong leadership and stakeholder management skills

Candidate Profile

  • Engineering degree in Electrical, Mechanical, or related discipline
  • Extensive experience in data center commissioning or mission-critical facilities
  • Background in consulting, commissioning firms, or owner’s engineering roles
  • Experience leading large-scale, multi-disciplinary commissioning programs
  • Strong analytical, organizational, and communication skills
  • High level of technical independence and impartiality
