Context
As part of its activities in a nuclear and industrial environment, the company is seeking a Buyer / Procurement Officer responsible for managing the purchasing of supplies, consumables, and service contracts, as well as ensuring their availability for workshops and worksites.
The role aims to guarantee continuity of supply, compliance with technical requirements, and adherence to allocated budgets in a highly regulated environment.
Main Responsibilities
Supplier sourcing and management
- Source external service providers (suppliers and subcontractors) by identifying market players capable of meeting the company’s needs.
- Build, structure, and maintain a supplier panel by product and service category.
- Periodically evaluate suppliers in compliance with applicable requirements (quality, lead times, compliance).
- Develop long-term, partnership-based relationships with strategic suppliers.
Purchasing and negotiation
- Analyze and process procurement and investment requests issued by various departments.
- Validate investment requests in coordination with Management.
- Consult and negotiate with suppliers: pricing, contractual terms, lead times, payment terms, regulatory obligations.
- Perform comparative analyses of bids and make award recommendations.
- Ensure compliance with technical purchasing specifications and reference standards applicable to nuclear activities.
Procurement and operational follow-up
- Place, monitor, and secure orders for supplies, consumables, and tools in coordination with the logistics team.
- Prepare purchase orders and ensure they are sent to suppliers.
- Track deliveries and follow up with suppliers in case of issues (delays, quality, invoicing).
- Identify disputes, prepare case files, and submit them to management.
Contracts, services, and invoicing
- Draft and monitor subcontracting and service contracts.
- Validate service delivery completion in coordination with internal requesters.
- Handle discrepancies between orders and invoices in coordination with the accounting department.
- Contribute to budget monitoring for purchasing and procurement activities.
Candidate Profile
- Minimum Bachelor’s degree (Bac+3) in purchasing, procurement, supply chain, or equivalent.
- Experience in purchasing and procurement within an industrial environment, ideally nuclear.
- Strong negotiation skills and ability to secure commercial terms.
- Good technical understanding of purchased products and services.
- Knowledge of supplier markets and pricing mechanisms.
- Professional-level English required (supplier communications, contractual and technical documentation).
- Ability to work cross-functionally with technical, logistics, financial teams, and management.
- Rigor, autonomy, and strong sense of responsibility.
