Context
To support the growth of our project portfolio and the increasing demand for technical expertise, we are looking for a Talent Acquisition Recruiter specializing in the recruitment of engineering and project management professionals.
You will manage the entire recruitment lifecycle, from defining hiring requirements through to candidate onboarding. The role has a strong focus on direct sourcing, headhunting specialized profiles, and building sustainable talent pipelines across both local and international markets.
Main Responsabilities
Strategic Sourcing & Direct Approach
- Gather and analyze recruitment needs in collaboration with Technical Directors, Project Managers, and operational managers.
- Define target candidate profiles and develop tailored sourcing strategies for each requirement.
- Draft and publish targeted and compelling job advertisements across relevant recruitment channels.
- Identify and directly approach technical professionals, experts, and management-level candidates.
- Conduct targeted searches across CV databases, professional networks, and recruitment platforms.
- Use advanced sourcing techniques to identify scarce, niche, and hard-to-reach talent.
- Maintain continuous awareness of employment market trends and in-demand skills within engineering and technical sectors.
Talent Assessment & Selection
- Review and shortlist applications based on technical and operational requirements.
- Conduct telephone pre-screening interviews.
- Lead comprehensive face-to-face or video interviews.
- Assess candidates’ technical expertise, soft skills, and language proficiency.
- Evaluate the alignment between a candidate’s experience, the position requirements, and the project environment.
- Present career opportunities clearly and effectively to candidates.
- Prepare professional interview reports, candidate summaries, and skills matrices.
- Present hiring managers with qualified and well-supported candidate shortlists.
Recruitment Process Management
- Manage and follow up with candidates throughout the entire recruitment process.
- Coordinate interviews with hiring managers and technical teams.
- Maintain regular communication with candidates and internal stakeholders.
- Participate in salary negotiations and support the successful closing of recruitment processes.
- Ensure rigorous follow-up through offer acceptance and onboarding.
- Deliver a professional, efficient, and positive candidate experience.
Talent Pool Development & Workforce Anticipation
- Build and maintain qualified talent pipelines for current and future recruitment needs.
- Anticipate workforce requirements related to new projects and tender opportunities.
- Maintain long-term relationships with high-potential candidates.
- Map available expertise across local and international talent markets.
- Keep candidate databases accurate, structured, and up to date.
- Develop a sustainable network of professionals across engineering and project management disciplines.

Candidate Profile
- Bachelor’s or Master’s degree in Human Resources, Psychology, Business Administration, Management, or an equivalent field.
- Minimum 3 years of experience primarily focused on technical recruitment.
- Experience ideally gained within an engineering company, specialized recruitment consultancy, technical consulting firm, or major industrial or construction group.
- Strong understanding of technical positions such as Engineers, Technical Experts, Supervisors, Project Managers, and Project Directors.
- Proven experience in direct sourcing and proactive candidate approach.
- Ability to recruit for both local and international requirements.
- Fluency in French, Arabic, and English is mandatory, both written and spoken.
- Ability to conduct interviews and assess technical candidates in English is essential.
