Role Summary
The Traffic and Detour SME is responsible for planning, designing, and implementing temporary traffic management and detour strategies during major infrastructure works, particularly in railway and urban development projects. The role ensures continuous traffic flow, public safety, and full compliance with local regulations and international standards throughout construction phases.
Key Responsibilities
- Traffic Management & Detours
- Develop comprehensive Traffic Management Plans (TMPs) for construction phases
- Design and optimize temporary traffic diversion and detour schemes
- Ensure uninterrupted traffic flow in urban and congested environments
- Minimize disruption caused by railway and infrastructure works
Rail–Road Interface Coordination
- Manage interfaces between railway works and existing road networks
- Coordinate with civil, rail, and utility teams for phased construction
- Ensure safety of road users near active railway construction zones
- Define protection zones and access restrictions around rail corridors
Safety & Regulatory Compliance
- Ensure compliance with Saudi regulations (MOT, RDA, Municipalities)
- Integrate HSE requirements into all traffic management plans
- Supervise temporary signage, barriers, markings, and traffic control devices
- Conduct safety audits for traffic diversion setups
Stakeholder Coordination & Approvals
- Liaise with government authorities, traffic police, and municipalities
- Obtain approvals for traffic diversion schemes and road closures
- Coordinate with contractors and consultants for implementation
- Manage communication between project stakeholders
Site Implementation & Monitoring
- Oversee implementation of traffic diversions on-site
- Monitor compliance with approved traffic management plans
- Adjust traffic schemes based on construction progress and site conditions
- Respond to traffic incidents and operational disruptions
Required Skills & Expertise
Technical Skills
- Traffic engineering and urban traffic management
- Temporary traffic control design and construction phasing
- Experience in railway or metro corridor projects
- Traffic signage design and road safety planning
Tools
- AutoCAD / Civil 3D
- Primavera P6 / MS Project
- Traffic simulation tools (VISSIM, Synchro – advantage)
- MS Office (reporting and documentation)
Qualifications & Experience
- Bachelor’s degree in Civil Engineering / Transportation Engineering
- +10 years of experience in traffic engineering or infrastructure projects
- Strong experience in urban roadworks or rail-related projects
- Experience in KSA or GCC infrastructure projects is highly preferred
