Context
An experienced Procurement and Contracts Expert is required to support the preparation, procurement, tendering, and contract administration of major infrastructure works and systems packages in Algeria.
As a Key International Expert, the successful candidate will be based full-time in Algiers, providing specialist expertise throughout the procurement cycle and ensuring compliance with Multilateral Development Bank (MDB) requirements and international contracting standards.
Main Responsibilities
- Consultancy Procurement: Prepare Terms of Reference, Requests for Expressions of Interest, shortlists, Requests for Proposals, and evaluation criteria for consultancy and study packages.
- Procurement Strategy: Develop appropriate contracting and packaging strategies for major civil works and systems, with particular attention to interface risks and contractual risk allocation.
- Tender Documentation: Prepare complete works and systems tender packages in accordance with applicable MDB procurement guidelines and international best practices.
- Evaluation & Negotiations: Support evaluation committees throughout prequalification, bid/proposal opening, technical and financial evaluation, clarification, negotiation, and contract finalization.
- Contract Administration: Monitor contractual performance, review deliverables and invoices, and support the administration of contractual obligations.
- Contract Effectiveness: Verify that all conditions precedent and contractual requirements are satisfied prior to contract effectiveness.
- Compliance & Coordination: Ensure procurement and contracting activities are properly documented, transparent, and aligned with applicable procedures and contractual requirements.
Technical Skills
- Extensive knowledge of MDB procurement procedures and guidelines for major civil works, systems, and consultancy services.
- Strong expertise in procurement strategy, tender preparation, bid evaluation, negotiation, and contract administration.
- Advanced working knowledge of international standard forms of contract, particularly FIDIC, including Particular Conditions.
- Strong understanding of contractual risk allocation, packaging strategies, and civil works/systems interfaces.
- Ability to prepare and review complex procurement and contractual documentation.
- Sound knowledge of contract performance monitoring, deliverable verification, and payment certification processes.
Candidate Profile
- University degree in Engineering, Law, Quantity Surveying, Commerce, or a related discipline.
- Minimum 12 years of professional experience in the procurement of large-scale civil works and systems contracts under MDB guidelines.
- Demonstrated experience managing procurement processes from strategy and tender preparation through evaluation, negotiation, and contract award.
- Proven experience with international standard contracts, including FIDIC.
- Experience working on major infrastructure and construction programmes in an international or multidisciplinary environment.
- Fluent French and working proficiency in English are required.
