Context

As part of the expansion of our activities in the energy infrastructure and utility networks sector, we are looking for an Underground Utilities Construction Manager to oversee the operational management of public works and civil infrastructure projects.

Reporting to the Business Manager, you will be responsible for the preparation, organization, and supervision of construction activities while coordinating site teams and the various project stakeholders. You will ensure the successful execution of the works in compliance with safety, quality, cost, and schedule requirements.

Key Responsibilities

Work Preparation and Planning

  • Review technical documentation, construction drawings, and contractual documents.
  • Prepare construction sites and define the sequencing of the different work activities.
  • Assess manpower, equipment, and logistical requirements.
  • Develop and monitor the construction schedule.
  • Participate in project preparation and kick-off meetings.
  • Anticipate the technical, administrative, and operational constraints related to work carried out in public areas.

Construction Site Management

  • Manage the day-to-day execution of underground utility construction works.
  • Coordinate internal teams, subcontractors, suppliers, and the various project stakeholders.
  • Supervise excavation, trenching, and underground utility installation activities.
  • Ensure compliance with drawings, construction methods, and technical requirements.
  • Monitor work progress and implement corrective actions in the event of deviations.
  • Manage interfaces with utility companies, local authorities, and other stakeholders.

Financial and Administrative Management

  • Monitor project costs and optimize the resources allocated to construction sites.
  • Participate in the management of work measurements, progress payments, and change orders.
  • Provide regular reporting to the Business Manager.
  • Ensure proper maintenance of site documentation.
  • Participate in the preparation of project close-out documentation and As-Built Documentation (DOE).

Safety, Quality, and Compliance

  • Ensure the application of safety rules and preventive measures on construction sites.
  • Promote HSE best practices among teams and subcontractors.
  • Ensure compliance with DT-DICT procedures and applicable regulations.
  • Verify the quality and compliance of the completed works.
  • Participate in site inspections, project handovers, and the close-out of punch list items.

Technical Skills

  • Construction management of public works (PW), civil engineering (VRD), and underground utility projects.
  • Good knowledge of dry and/or wet utility networks.
  • Proficiency in excavation, trenching, and backfilling operations.
  • Installation of conduits, cable chambers (pull boxes), and associated equipment.
  • Knowledge of underground High Voltage (MV) and Low Voltage (LV) electrical networks.
  • Knowledge of public lighting and telecommunications networks.
  • Understanding of utility company networks and the constraints associated with work in public areas.
  • Ability to read and interpret drawings, technical documentation, and construction documents.
  • Coordination of site teams, subcontractors, and suppliers.
  • Cost monitoring, work measurements, and progress payment management.
  • Interface management with local authorities and utility companies.
  • Knowledge of DT-DICT procedures.
  • AIPR certification is an advantage.
  • Preparation and monitoring of As-Built Documentation (DOE).

Tools

  • Microsoft Office Suite.
  • AutoCAD or other drawing review software is an advantage.
  • MS Project or other scheduling software is an advantage.
  • Construction site monitoring and reporting tools.

Candidate Profile

  • Bachelor’s or Master’s degree (Bac+2 to Bac+5) in Public Works, Civil Engineering, Utility Infrastructure (VRD), Electrical Engineering, or an equivalent field.
  • Significant experience managing construction works involving underground utilities, civil infrastructure (VRD), or external infrastructure projects.
  • Experience leading field teams and coordinating subcontractors.
  • Good understanding of the technical and operational constraints associated with construction works in public areas.
  • Experience with medium-voltage/low-voltage (MV/LV) electrical networks, public lighting, telecommunications, fiber optics, gas networks, or pipelines is considered a strong advantage.
  • Experienced Underground Utilities Site Supervisors seeking to progress into a Construction Manager role will also be considered.
  • Valid driver’s license (Category B) required for travel to construction sites.
