Context
As part of a major infrastructure project in the water sector, we are looking for an Expert in DBO / PPP Contracts and Water Management to provide high-level contractual, commercial, and regulatory support.
The consultant will work on complex DBO and PPP contractual frameworks and will support project teams and key stakeholders throughout the contract lifecycle.
Main Responsibilities
- Prepare, structure, and manage DBO contracts.
- Oversee key contractual and commercial matters related to project delivery.
- Support teams with contract management and project management assistance activities.
- Conduct market sounding activities with potential bidders.
- Define specific contractual conditions, operational requirements, and service requirements.
- Support the evaluation of submitted bids.
- Provide technical and strategic support during contract negotiations.
- Advise on legal and commercial matters related to contractual variations.
- Ensure compliance with contractual and regulatory requirements.
- Contribute to the identification and mitigation of contractual and commercial risks.
Technical Skills
- Strong expertise in drafting, structuring, and managing DBO and PPP
- Proven contract management experience within the water sector.
- Strong understanding of the commercial, legal, and regulatory aspects of major infrastructure projects.
- Experience conducting market sounding exercises.
- Ability to define contractual, operational, and service requirements.
- Proven experience in bid evaluation and contract negotiations.
- Strong knowledge of contractual variations, claims, and change management.
Candidate Profile
- Minimum 10 years of proven professional experience in drafting, structuring, and managing DBO and PPP contracts.
- Significant experience in the water sector.
- Master’s degree or equivalent qualification in Civil Engineering, Business Administration, Law, or a related field.
- International infrastructure project experience is highly desirable.
- Registered as a Professional Engineer with the relevant engineering body in the country of origin, or holding an equivalent recognition from a legally recognized regulatory institution.
